<p>NY Residency has no effect with regard to Cornell admissions, unless you're talking about Cornell College, in which case I have no idea...</p>

<p>^^ I don't see how that's surprising. Just because someone is not in the top 10% of their class doesn't mean he's a lost cause for ivies.</p>

<p>for starters, you can look at the acceptance rate. Check out how many people were top 10% that were accepted into other ivies. Chances of getting into an IVY who isn't top 10% is unusual</p>
