<p>Filipino is usually classified as URM everywhere. Vietnamese often is as well, but not always. Most larger universities have minority support offices, and these offices usually post classification guidelines on their websites.</p>

<p>URM's are normally considered to be Black, Hispanic, and Native American. Among "Asians", there are a lot of subgroups but they don't usually track them separately. Whether or not Asians are over-represented or under-represented depends on the college. In UC's and the top colleges, they are over. In other colleges, particularly Southern colleges, they may be under. </p>

<p>Filipinos often identify themselves as either Asian or Hispanic because of the Spanish colonial period. The US Census Bureau considers them Asian. I personally think that a Filipino could check the "Hispanic" box in good faith.</p>

<p>The 62.5% Chinese makes me hesitate. They don't check the birth certificates of your grandparents, but what you check on the form might come back as an issue later. You should probably not mark Hispanic on the form if you would not feel comfortable later meeting the Hispanic adcom who reviewed your app, or attending a Hispanic Pride party on campus. Also, putting an X in the Hispanic box when you don't have anything else Hispanic on the application might backfire.</p>

<p>This is a confusing area. It doesn't sound right that a blonde blue-eyed girl with a Spanish grandmother shouldn't be able to mark Hispanic; but in truth, the purpose of affirmative action is not to get more blonde blue-eyed girls on campus.</p>
