US Community college or University in Germany?

Hello everyone!
I graduated from High School last year and I stayed one year (because of personal reasons) and applied only to five American Universities.I am accepted to four of them ,I got rejected from WUSL.I got three Dean's Scholarships from each ot them which are about 12,000$-15,000$.I was nominated for a Presidential Scholarship(full) in Florida, but unfortunately I was not one of the two finalists.
I have studied English only for two years and I took SAT last year.My scores are pretty low-I have 1800.
And I have several extracurricular activities:I have been a volunteer at a Ukrainian hospital;I participated for several months in PTPI;I have been a volunteer at two elementary schools and one kindergarten;I was a volunteer at a nursery home;I have participated in raising money for orphans ;Now I am working on the project "Food for the poor".
My situation now is that I cannot afford to pay the costs for the universities in which I was accepted.I was hoping for the Presidential Scholarship ,but I did not win it.

I am thinking of going to a US community college and then transfering to a need-blind university or at least somewhere where I can afford to pay the costs by wining a scholarship. How possible is that?
What would be the better way?
To attend a community college and then to transfer or to attend a University in Germany and to try to transfer from there?

Do you know any Universities in which I can apply as a freshman even if I attend a community college?

Thank you for your attention.
I am eagerly waiting for suggestions

p.s.I am still studying English ,so improving my SAT scores would not be a problem

There are very few colleges/universities in the US that would consider you a Freshman applicant after studying at a community college. You would be a Transfer student. For more information about that, visit the Transfer Forum, and read the thread titled “Transfer Admissions 101” at the top of that forum.

There are very few colleges/universities that offer good financial aid to transfer students. If you can’t afford the places that have admitted you this year, your best bet is to complete your first degree in your country. If you still want to study in the US, you can come here for grad school.

Thank you for your help happymomof1 !
I appreciate it
