US Permanent Residency Holder (South Korean) considered international?

I am South Korean citizen though I have US Permanent Residency (for about 4 years now) getting citzenship pretty soon (though not likely before the college admission process).</p>

<p>Does green card holder (Permanent Resident) considered international to college admissioner?</p>

<p>There is absolutely no difference between a permanent resident and a U.S. citizen when it comes to college applications. The two are treated the same. </p>

<p>(Although there might be SLIGHT bias against residents but no one can be sure of that, and that would be on a case by case basis. Certainly, policies state that the two are treated the same, and being a permanent resident instead of a citizen will NOT affect your chances to a noticeable degree.)</p>

<p>You are not international. You qualify for instate tuition where you live based on the same state residency requirements as U.S. citizens.</p>
