US/UK Citizenship

I'm just wondering if I would have to pay for the international fees for a British college if I have US and UK citizenship. Would they count me as an international student?
I was born in the US, but I've lived in England for 7 and a half years, but I'm currently living in the US. I have other options, but I'm very curious as to what the deal is, under these circumstances.

Also, I had pondered on the University of Birmingham website, and it said that I would have to take a number of English tests to be considered, but is this required if English is my only language, or do I have to take it regardless?

Also, I do have family living in England, currently, so if I live with them, do I have any chance of paying the local tuition fee?

Responses are much appreciated. Thanks!

Hailey, the Oxford website has a example of a student with dual UK/Canadian citizenship who had not been living in an EU country for the three years prior to starting, and the answer to that question was that the student would not be eligible for the EU rate. The Oxford website advises that you can contact the Fees Clerk for review of this issue.
