USAFA International Nomination Letter

I live in the U.S. but I'm not a U.S. citizen yet, meaning I'll have to apply for an international nomination. I am a citizen of the Philippines. Does anyone have an idea how I should format my nomination letter? The USAFA admissions website only have formats to send to U.S. Congressmen and Senators.
And if I do apply for one, which government official should I send it to in the Philippines? The USAFA admissions website only says I should send it to my government and is not very clear on who. Should I send it to one of the congress members there?
Thank you for all your help.

Whichever branch of your government is authorized to grant you permission to be trained by another country’s military. The USAFA admissions office might have had previous applicants from the Philippines and might be able to tell you how to proceed. Another option would be to consult an Embassy of the Philippines in the US for advice.

Should I talk to the ALO in my area or the Admissions Counselor about these questions?
