Does USC offer scholarship to NMF students now who were not invited for scholarship in Feb?
Yes, even if not offered in in Feb, NMFs accepted today will get the 1/2 tuition (Presidential), but it can take awhile to show up in your account, often not till summer.
Also you need to designate USC as #1 choice with NMSC by May 31st (which you choose a school by May 1, so can always designate before that).

As @CADREAMIN said, a NMF who is admitted will automatically receive the half-tuition Presidential scholarship. You will also be offered honors housing in McCarthy if you choose.
If you decide to attend USC, make sure that you update your first choice with NMSC. NMSC sends updates to the colleges and the earlier you let them know, the earlier USC will receive notification.
Do you think it’s geared toward California residents? (since it’s guiding students toward community college)
What is the acceptance rate of this transfer plan if you choose it? Do we transfer in Sophomore or Junior year?
