I assume you want to be admitted to Ross as a freshman.
It will be very hard with your OOS status, GPA and SAT score.
USC will be a lot easier, it is still a reach though.

The Ross program starts sophomore year. You apply during your freshman year as you are taking prerequisite courses. Realistically you need a 3.5 as a freshman, not impossible but not an easy achievement either. There is a freshman pre-admit program for Ross though I know of three 3.8+, 30-32 ACT applicants who were accepted to Michigan but not into pre-admit.

Michigan has about 35% OOS students. Your GPA is a bit low but I think you have a chance. Though I think there will be very little financial aid beyond loans. Make sure you can afford it.

USC a lot easier? Hardly.

http://www.usc.edu/admission/undergraduate/private/1213/USCFreshmanProfile2012.pdf

3.8/2140 is ‘average’ and USC had a 20% admit rate last year. Supposedly applications are up again this year meaning an admit rate in the high teens. To me that makes SC a reach.
