USC or University of Saint Andrews for INTERNATIONAL RELATIONS?

Hello, my D has been accepted to both schools for International Relations. The are two vastly different schools in terms of size, location, vibe, etc. She is torn as she sees positives to both. Can anyone offer insight as to how the International Relations programs at each of these schools stack up against one another? How about the two schools in general? Also, is foreign degree in IR less desirable than a US one? Many thanks in advance for your input.

Sorry for the short reply earlier: She visited USC and felt as though it could be perfect - size, campus feel, academics, student body, but she also thought it was unlikely she’d be admitted. She was accepted, unconditionally, to St Andrews and visited with low expectations (too small, remote location, not the best weather, etc) and absolutely fell in love. The size made it feel very warm and welcoming, the small town is quite vibrant, maybe the rain wouldn’t matter that much, etc). So she began mentally preparing for 4 years at St. Andrews. Now that USC is an option she’s divided. I’m thinking it comes down to the quality of the IR programs and the schools in general; however, it is hard to get an accurate measure of the two schools since one is ranked for the UK and the other, the US. Any input is appreciated!
