Be careful with that one because you really have to read the question carefully. The first EUROPEAN settlement was St. Augustine, FL. And the first BRITISH settlement was Jamestown, VA.</p>

<p>the bill of rights was added later in 1791 i believe. so no, it was not part of the original constitution. they were amendments to it (the first 10).</p>
