Using a different address for school

I am applying to a city college in NYC and they offer in and out of state costs for their students. I am a New Jersey resident. Obviously I can't have the in state rate. My grandparents on the other hand do live in NYC. Can I register my address to be with them and have the in state tuition costs? Or is there anything else similar I can do in order to achieve what I am looking for?

Thanks

Your residency for instate tuition is based on your parents’ State of residency, not your grandparents (or even yours).

You need to talk to the relevant office of the CUNY to see what they have to say about this. As a rule, it is your PARENT’s state of residence that counts until age 24, but different schools enforce these rules differently.
