Color me confused…
What does it mean when a university’s admissions office states that, for the ACT, they use/consider the highest subscore for each section but don’t recalculate the composite score? My logic says that they might as well recalculate the composite.
This makes absolutely no sense to me as an applicant. Does it have to do with admission numbers?

It means that they would see the highest subscores you got and make their judgement based on that. After all, there is no prize for getting higher ACT composites. Colleges just want to see that you are pass their threshold to see that you are academically qualified.
I think they want to see sub scores to see any big disparities between sections. They probably care most about the reading and math sections and would prefer to see the highest scores there. Or,they want to see if you scored evenly across all sections. Or they want to see if there was a really huge gap between two scores. For instance, a school like MIT might be looking for a high score in math and not care so much a bout the writing section score. I might be totally wrong.
