I might just be paranoid about any biases the admissions counselors could have, but would it be a bad idea to use my UVA Engineering Supplement as one of my personal statesments for VTech? My supplement includes aspects of the UVA question but does not have the words "University of Virginia" anywhere in it.

Reuse of essays is highly encouraged, otherwise you will be writing too many of them, and they will not be as good. Just modify it to meet the particulars of VTech. On the other hand, if the UVA question is highly unusual and specific to them (e.g. Tell us why Thomas Jefferson was such a good engineer), then maybe writing a different essay is warranted? BTW, I graduated from UVA engineering (a long time ago), so can take liberty with referencing Mr Jefferson in my answer :-)

The question is: If you were given a $10,000 budget and the opportunity to build a small team of talented motivated individuals, what would you propose to accomplish?

So, I guess I will reuse it then.
That’s really cool! Did you like the engineering program at UVA?

That question is pretty specific. They will know that it is the VTech qstn. The $64K question is, will they care? I enjoyed UVA engineering. It is small but good. Back to the essay: Possibly you could rework it into "This is what I want to accomplish given my engnrg degree at UVA?? That is a common question that many schools asks (e.g. Carnegie Mellon)
