I applied to Liberal Arts, and am obviously working to enter International Relations with a specialty in Environmental policy. I hope that's reflected well in my ECs, and that that bodes well for my admissions decision.

So, what do you think my chances are? I understand how strict they are about the top 8% rule, but do I at least have a shot with my current standing?

You do have a chance. Keep in mind the other parts of the application are very important as well, meaning the personal essay as well as the teacher recommendation. If you’re wondering what your chances are for a particular school now are, you might already be a little behind.

Also, do you know what your class rank is based on your GPA?

You are right that your ECs are exemplary. It seems writing about your public speaking experience would be a viable essay topic.
