<p>From The Daily Progress:

Gov. Timothy M. Kaine has cut 8 percent of state funds from the University of Virginia, the College of William & Mary, Virginia Tech and the Virginia Military Institute and is proposing a one-day furlough for state employees in an effort to cut $1.35 billion from the state budget.</p>

<p>Cuts are also expected at Piedmont Virginia Community College. Kaine cut the community college system by nearly 7 percent, but how that will translate to PVCC is not yet known.</p>

<p>Nearly 930 state positions will be eliminated, resulting in 593 layoffs under the governor’s cuts. The cuts also reduce state agency spending by more than $403 million.</p>

<p>The furlough day would precede Memorial Day weekend.</p>

<p>“Virginia has consistently and thoughtfully worked to protect our highest priorities from the worst consequences of the worst economic downturn since the 1930s,” Kaine said.

<p>The Times-Dispatch reports that the governor has made his announcement. According to the linked pdf of the budget-cutting plan, U.Va. will again escape layoffs, but take an 8 percent hit in its state appropriation, representing about $19.25 million. It is not clear exactly how the one-day furlough will be implemented at U.Va., but it is targeted for the Friday before Memorial Day.</p>

<p>Statewide, there will be 593 layoffs.</p>

<p>I’m sure the University will have more to say about how the cuts are implemented here once the budget folks get a good look at the plan.

<p>Reading the proposal more closely, it looks like the cut really is 15%. The gov hopes to shift funds from FY11 to FY10 (or simply delay paying bills) to keep the cut at 8% for the remainder of the current year. That means the budget will be cut another 7% in FY11 and that assumes that state revenues begin to recover next year, which no one expects will happen. That is the next governor’s problem.</p>

<p>Maybe there will another push for privatization of UVa soon.</p>

<p>I’m really interested to see what the University’s reaction will be if this becomes a continual thing in the years to come. They’ve been announcing budget cuts throughout this summer and last year, theres no way that all of this isn’t building up in a negative way.</p>
