anyone know which is the hardest to get into out of state?
*for college of arts and sciences

probably UNC, UVA, Umich in that order

UVA

UNC

U Mich

i sort of got the impression that UNC has a reputation for being basically impossible for out of staters

anyone else out there that agrees/disagrees?

Don't know where you got that from. Sure it's hard, but far from impossible.

UT Austin, on the other hand...

UVA, UNC, U Mich

ive heard from unc students, by the way, that out-of-state admission is very tough but once you are in the academics are not very challenging... just something ive heard from a few people

Definitely agree that the order is UVA, UNC, U.Mich. Michigan actually takes a relatively high number of its students from out of state; the other two are more in-state oriented, but I think UVA is slightly more competitive.
