UVA's in-state tuition privilege.

i got this letter from UVA saying that I am not qualified for in-state tuition. (i am legally a VA resident) Does that mean my application will be reviewed as an out-state applicant? I am just curious about how that in-state tuition privilege correlates to the application review process. On the application I checked off as a virginia resident(like i said, i am legally a VA resident). the only problem is my parents don’t need to pay any income tax, so that i didn’t have to file any income tax proof to UVA. I had my mom write them an explanation letter, which i think they have read it before they sent me this letter.

anyone knows whether my application will be reviewed as an in-state or an out-state? Im quite curious about this…
