@viewsfromthe6 I’m in the same position as you- 17k EFC ( which there is no way my parents can afford ) and only 5k offered in loans.

IMO there is no chance that you can successfully negotiate with UW-Madison. Didn’t you use the NPC before you applied? There is no reason the Wisconsin taxpayers should give you, an OOS student, money to attend. What’s in it for us?
Ditto on the above. Many students attend instate schools because of family finances.

The Fall 2017 notifications for incoming freshmen who applied by November 1 will come in two waves (not continous).
