I received decision from those two schools, both for Econ Major. I got accepted to UW, but UNC waitlisted. Which of the two has better Economics major program?

I am a student at UNC-CH. While I can't speak for UW, I can say that econ. department here at UNC is, while not fantastic, very good. I took intro to econ last semester and it was a class of about 400 students divided into 8 TA sessions; my TA didn't speak English too well, but she certainly knew the material. The lecturing professor had a mastery of the material but was by no means an engaging speaker. The exams generally reflected the assigned textbook reading. Upper-level econ courses I hear are excellent. I know for instance that many of the professors have PhDs from the best schools in the world (LSE, Harvard, Stanford) *which may be more a testament to those schools than it is to UNC but they are certainly leaders in the field. Next fall I will in be in Xiamen, China studying economics with a Harvard PhD who wrote the text on economic influences in foreign policy (check it out at http://www.cambridge.org/uk/catalogue/catalogue.asp?isbn=0521857449). So in a nutshell, I'm assuming you'll be starting with the upper-level econ courses, in which case you're in good hands.

UW-Madison has one of the best departments in the country.

I'd choose UNC over UW in a heartbeat for an undergrad degree, regardless of your major

it makes no sense to go to UNC for some of the hard sciences

then again, I should also add, you have to argue that, since you turned down a peer institution of dear ol' ann arbor, for a pricey tag (also turning down in state tuition for OOS) and that better not go unjustified ...
