I have been moving around so often these days, since I grad from my boarding school. So, I need to notify my college about my mailing address changes. Cornell and Rice already say they don’t have enough time to read emails. From your experience, any other colleges say they don’t or don’t have time to answer emails.

The fee for calling to the US is extremely expensive, and the mailing service cannot make sure how many days it take to mail. Is there any college I should just call, not email?

You mean vice-versa, email, not call?

Many colleges have email changes of address and such. Most of the elite, however, with 15,000+ applications, can't handle the load, so, well, you do the math.
