There is no cap in engineering. Anything you have AP credit for, you can accept the hours, whether that’s 9 hours or 60 hours.
If you do not claim AP credit for a class that is required for your major, then yes, you must take that course.
I don’t know much about placement exams – I know they exist for languages but I’m not sure how it works in other departments or if they’re even offered. CS 101 is pretty basic, but if it’s required for your major and you don’t have AP credit, I’m not sure that there’s any way around it.
With inter-university transfers, I believe you just have to wait a year before you can be eligible to transfer. You would submit your application before that date to be eligible for the following semester. Your “home” school is mostly just a matter of paperwork though. You can take courses offered in any school regardless of which you “belong” to. If you plan to transfer to VUSE, for example, you can just plan your first semester schedule as if you were a VUSE student.
As a side note, I think you can also switch schools before the school year even begins if you just email the registrar indicating you intended to enroll in a different school.

If I have to wait one year in CAS, can you still claim AP Credit later on sophomore year after a successful transfer to VUSE? Since CAS has the limit but VUSE doesn’t
If VUSE becomes your home school at any point, all of your AP credits will apply. Doesn’t matter if its your first semester of your fifth.
