Vanderbilt? What are my chances? (+ other q's, including Common App)

I have a 4.0 GPA, am ranked 8th out of 359, head drum major, played the lead in many theatre productions, done NFL and UIL interp events, Lincoln-Douglas Debate, and am Texas state champion in both Ready Writing and Spelling and Vocabulary. I volunteer at the public library during the summer and teach dance class during the school year as well as participate in NHS and Interact clubs. I have taken five credits of math, and am in Spanish 4 AP. I was on homecoming court and selected as sophomore of the year. I am active in my church's youth group and perform musically both vocally and instrumentally around my town. I was alternate to the state band on the oboe last year. I live in Texas and have three siblings.

My test scores are SAT: 650 Math, 680 Reading, 730 Writing: 2060. ACT: 31, but I took it last weekend.
I'd like to major in English, or possibly double major in English and communications, and have a minor in linguistics. Is Vandy a good school for this? And are there any scholarships anyone would recommend applying for?

Also, on my Common App, I accidentally clicked that I wouldn't need need-based financial aid. How do I fix this?!

If you recommend other schools, I have already applied to TCU, Southwestern University, Rhodes College, and Baylor.

How do you know you got a 31 on the ACT if you took it last weekend??

No, no, my mistake. I made a 31 the first time, and then retook it last weekend, so that score won’t move unless to go up.
