Verification Process without being accepted?

I've been told by Cornell to send the Verification worksheet and I haven't receive an admission decision yet. Can this mean something good or I m just making things up?

From what I hear, for some private schools the financial aid and admissions process is separate.

The financial office could be working on your app, until you get rejected, or complete if you’re accepted.

This is on the next page. http://talk.collegeconfidential.com/financial-aid-scholarships/664265-do-colleges-only-consider-students-fin-aid-if-they-have-already-been-accepted.html

The private institution I work for doesn’t wait for students to be admitted before we begin processing their financial aid application, especially when a student is selected for verification.

Thanks, i was really hoping to have some clue about ‘decisions’ before The Day
