<p>It's different state-by-state, but in most states you have to have lived in the state at least 12 months before starting college, and show some evidence that you moved to the state for some reason OTHER than availing yourself of discounted college tuition. Considering how many folks would love to attend U.Va. and W&M at in-state rates, I'd imagine that Virginia's policy on granting in-state residency for tuition purposes is relatively restrictive.</p>
<p>if you are a dependent student according to FAFSA (under 24, never married, no children of your own, never served in the military and working on the first bachelor's degree) then your parents would have to move to Virginia in order for you to establish residence -- moving there yourself wouldn't so any good. Until you turn 24 you parent's state of residence is your official residence no matter where you live.</p>
