I am waitlisted at Penn but I am going to enrol at USC for now. Should I apply for visa from now or wait for Penn to answer me? Thanks
You can apply for your visa now. Your student visa will remain valid if you enroll at Penn instead of USC - only the associated SEVIS record has to get transferred from USC to Penn. That’s a routine procedure (also happens when students transfer or transition from college to grad school) and the international student offices at both universities will know what to do.
