<p>Have you looked at Pitt? It’s a D1 school in an urban setting. They have both an excellent pharmacy school and a computer science program (not sure how ranked the CS department is, although I know a couple of folks who graduated from there and went on to work for major IT companies). </p>
<p>With an ACT score of 33, and a 4.2 WGPA and top 6% class ranking he stands a good chance of landing a full tuition scholarship which would leave you with a balance of about $10,000 per year for room/board/fees/incidentals.</p>
