I've been searching for some colleges and I wanted to know what colleges offer a good Visual Arts major? (I wanted to take graphic design specifically, but Design and Fine Arts it's okay too).

I searched specifically in California and found San Francisco State, San Jose State, UC: Irvine and most of UC.

Can you guys rate how good they are and other suggestions for a Major in Design and Arts?

(BTW, I wanted to know why University of California's cost is 28,000USD and not like 14,000USD like other public schools?

Try to compare specific apples to specific apples before making general claims. Compare costs at specific schools in the UC system, which generally is considered one of the best systems of public universities in the country, with costs at other highly ranked public universities. Then start comparing significant cost factors at these schools, such as faculty compensation.

Observations: yes, the cost of attendance at the UCs tends to be higher than the others, but the spread is not nearly 2:1 as the OP indicated; faculty salaries at the most expensive of these UCs (Berkeley) are higher than at any of the other schools; San Francisco/Oakland is a higher cost-of-living area than Madison, Charlottesville, etc.

Are you looking for an art school or a university?
Art schools:
California College of the Arts (CCA)
Art Center College of Design (ACCD)
Academy of Art University (AAU)
California Institute of the Arts (CalArts) is good, but I don’t think they have design specifically as a major.

Universities:
San Jose State University (SJSU)
CSU Long Beach
CSU Fullerton
San Diego State Univeristy (SDSU)
UCLA
UC Davis (where I’m going to study design :))

There are a lot more schools to choose from if you include fine arts.

UCs are very research-based vs. CSUs, which are also California public universities but cheaper, so a lot of money goes towards that as well.
Art schools are generally very expensive, but if your portfolio is excellent, you may qualify for a scholarship.

My son goes to SUNY New Paltz. The art department is top notch and the school overall is pretty cool. I don’t know if you are interested in NY schools though.

If you want a good school and are concerned about costs, the ultimate would be Cooper Union in NYC. It has a great reputation, and it’s tuition free. Admission is based largely on examination and is highly selective.
