I saw someone talking about an overall increased combined score. What does that mean? When we send in our scores, do we have to send in all of them, and then is an average figured out from that?

I've taken the SAT I three times (1760, 1950, 1770). Can I choose to just send my highest and not send the other two?

When you ask the college board to send your score, they send scores for all the tests you've ever taken, including SATs and SAT IIs. There is no way (that I know of) to choose to send only the highest score.

"Increased combined score" could be referring to an increase in overall score gained by considering only the highest score in each section (verbal, math, and writing).

For example, if someone got 800V, 0M, 0W on one test, then 0V, 800M, 0W on another test, and 0V,0M,800W on another test, their combined or "composite" score would be 2400. However, not all colleges will consider the composite score.
