When talked with admissions, was told that fall admission chances are less from WL (you may confirm this before making the decision on Spring option). Also was told spring admission acceptance do not affect fall admission possibility.
@NewSR1 There may be many students who would be good students at Case and are offered Spring admission.
But for admission off the fall WL they may want a left handed oboe student English major or a Spanish speaking EE major or a MUN involved Business student. So there may be specific types they are looking for to round out the class.
New information from my admissions officer - there will be no waitlist movement until after May 1st (so Spring Semester seems to be irrelevant to the waitlist)

We want to assess your continued level of interest in Case Western Reserve University, and want to share where we are in the process and our plans for making admission offers for fall 2019 and for spring 2020 enrollment.
We are preparing to make a small number of offers from the wait list for fall admission.
The admission committee is also preparing to meet to discuss candidates for spring admission. We have made a small number of spring admission offers and will make additional spring offers next week. If we reach out to you, you will have 48 hours to respond.
Rejected from Case on Friday. Sucks to be too poor I guess.
Gap year it is, because the other schools haven’t updated one bit.

I am writing with an update regarding the waitlist at Case Western Reserve University. While we would like to have more of a clear picture of how our incoming class is shaping up, and would then know whether we could admit additional students or whether we should close our waitlist, what we are seeing right now is that there is a fair amount of uncertainty. In most years the next couple weeks of May are when things start to solidify, and we’ll have a better sense of whether we can extend additional offers.
We have already released many students from our waitlist, but since you are a student we would like to be able to admit if we have room, we have not yet closed your file.
We will be back in touch with an update in late May, and we’ll contact you as soon as possible once we know whether we are able to admit additional students or if we need to release the rest of the waitlist.
