What exactly is meant by a waiver for AP credit?

It means you do not get credit towards graduation, but your AP score is recognized as being strong enough to get you out of the intro level course. I'm guessing you got 5s in econ. Basically, it means you can skip out of Econ 10, but you do not get credits towards graduation.

is it possible for waivers to transfer into credit? for example the waiver if u get ap credit in science can get u out of sectors? or can it count towards college electives?

AP credit cannot count towards sector requirements. The AP science exams I'm familiar with (Chem, Bio, and Physics) all get you elective credit in the college. You cannot change a waiver credit to an elective. Penn is a stickler for the rules.

this is besides the point, but i couldn't see why anyone would want a waiver out of intro econ in the first place.
