Waiving out of state tuition rates

Which colleges (if there are any) that will waive out of state tuition for great grades and test scores?

(I know some will waive out of state rates for Nat'l Merit Scholars but want to know which colleges will offer this for other students who have high GPA's and SAT/ACT scores.)

I know some schools will give you in-state based on your major. For instance, U. Nebraska gives the Missouri kids (me), in-state if you major in something like architecture or constructional engineering.

Some schools also give you in state tuition rates if you are awarded merit aid at a certain amount. I know this is true at U of North Texas, and U of South Carolina.

It's a fairly common practice, but I don't know of any consolidated list that exists.

There may not be a list. So..... I'm trying to construct one here by gathering info from those who have knowledge about any particular colleges. I don't think it is "common" otherwise everyone would know about it and gc would talk about it to their high achievers. I think there are some that do it and I want to know which ones.

Let me clarify. I meant it is a fairly common practice, but it is reserved for the creme of the crop. It is common as many schools practice it. It is very uncommon as very few students qualify.

some states have agreements with neighboring states for just over instate tuition, which some schools participate in
Alabama does have reciprocity agreements with other states, they call it the Academic common market
