Hey guys,
I am an international student.I have been admitted to US community college and I have been issued an f1 visa.I haven't registered for classes yet.Now I need to transfer to another community college.Am I a transfer student or new international student?I haven't taken any credits.Do I have a right to transfer? And how to do that? When I should apply?

As far as the school - if you haven’t taken any classes yet, you’re not a transfer student. Just apply to the community college you want to attend. Each school’s website will tell you the deadlines to apply, etc. I have no knowledge about the visa, and whether changing schools will affect that.Look into that before you proceed.

After you are admitted to the new community college, ask the international student advisor there to help you with the paperwork to change your visa. This happens all the time. They will be able to help you out.

Make sure to tell the new college EARLY that you aready have a visa from another college. If the new college opens a new SEVIS record for you, you’d have to apply for a new visa. If the old college transfers your SEVIS record to the new college, the visa that’s already in your passport stays valid. (The college name on the visa sticker in your passport would be incorrect, but that’s not a big deal. The only thing that counts is that your I-20 is up-to-date.)
