If your parents can afford $40,000, you cannot apply to UC Berkeley, UC Irvine, UCLA, or any UC. They ask that your parents guarantee 60,000 a year. And if you think it’s worth it to take $20,000 in loans per year, search the forum, you’ll see how terrible that idea is.
UC’s are the top public universities in California * and they do not give merit aid. So if you’re international you can’t go unless you have the money in the bank.

There are also some called CSU’s which are public and 4 year but similar to IUT or BTS, with low 4-year graduation rates and many commuter students (who don’t live on campus but at home), especially since the impaction. Except for a handful, they’re easier to get into than the UCs. Finally, anyone can go to a community college, do well, and transfer to a UC. I am speaking of California residents, here. INternational students can only go this route if they have the $60,000 for their last 2 years in addition to the community college costs.

Stanford IS private and it DOES give money to internationals, however you’d have to have superb scores in everything: 16+ in almost every subject including for your bac de 1e; proof of more advanced work in math than TS sp
