Anyone else struggling between washU and another school

Hi everyone, I am a incoming freshman considering transfer to WashU next year, and I noticed that their common data sets listed a recommendation letter from Dean’s office under the requirement section. Is it a must-have for transfer student? And how hard is it to get a rec letter from dean in a big public university? I barely have chance to speak with my professor and not to mention the Dean…
