What are his chances ??? I have heard the acceptance rate in these universities is pretty tough specially for engineering…

He most likely won’t hear from U of T until the third week of March at the earliest and not until May from Waterloo. Both U of T and Waterloo have supplemental applications which include video questions and answers. His admissions chances will depend on how those supplemental applications are scored. I don’t know about McMaster.
He can accept the Ryerson offer now and then cancel it if he receives a more preferred offer. Don’t take my word for it though - I’d recommend you double check on how to do that with OUAC.
I guess the obvious answer is which do you prefer between Western and Ryerson (and maybe York)? Also, when does the Western offer expire?
What does “international domestic” mean? Do you mean that your son is a Canadian citizen but is currently studying outside of Canada?
I don’t understand A levels and O levels, but I agree with @bouders that computer engineering is going to be more competitive than most other majors. I would be inclined to do what @bouders suggested and see whether you can accept one offer of the three that you got, and then decline and switch if you get into one of the three remaining schools. This seems like an issue that the schools in Ontario must have seen before. If Ryerson is your top choice of the three offers that you already have in hand, I would be inclined to call admissions there very soon and explain the situation.

Can’t help you at to whether Ryerson or Western is better for CompE. Ryerson’s roots were as a technical college that specialized in training students for the workplace, while Western is a more traditional University. Hopefully someone who knows what is going on now will chime in. In the past, Western would have been considered the better academic school, Ryerson the more practical. Western is especially well known for it’s business school, which is outstanding.
Many students prefer being in the heart of Toronto(Ryerson) where all the action is compared to the smallish, sleepy city of London(Western).
York is a large U in the suburbs of Toronto.
Any of the Toronto schools would be very diverse, McMaster just a little less so. Waterloo's CS/Math is extremelyAsian heavy. I would assume that CompE would be, too. Western would be the least diverse, though with the changing face of Ontario probably not as White as it was in the past.
@Anih123 looks like you double posted and I responded to your other post but to reiterate:
Waterloo, McMaster, and U of T Engineering are some of the top engineering programs in Ontario and/or Canada. They are very difficult programs to get admitted to (McMaster slightly less so than the other 2). These 3 programs in particular get over ten thousand applications each year for 1,200-1,500 spots.
These programs have not made domestic offers yet. Generally for domestic applicants they will wait for 2nd semester midterm marks and not make offers before the start of May. I am uncertain however if that applies to 105D applicants. You might want to contact them and find out when you can expect them to make decisions. They can probably also give you a better indication of how competitive an applicant your son is.
I’m surprised that Ryerson has such an early acceptance deadline. They certainly don’t for domestic applicants. Ontario universities can’t require domestic students to commit before June 3. The only thing I can think is that they are trying to force International applicants’ hands in getting them to commit in fear that they won’t get in anywhere else.
Of the 3 schools you have mentioned, York, Ryerson, & Western, Western is by far the most selective, not just for engineering but overall. It is a highly regarded school academically and has one of the highest overall entering averages of any school in Canada let alone Ontario. It’s engineering program isn’t overly large however with about 500 students. It’s focus tends to be more on the medical/life/biological sciences.
If I were making a choice between those 3 schools I would pick Western (but as a caveat, it’s my alma matter).
