Does Notre Dame truly take into consideration all aspects of the application equally? Or do grades triumph once again?

I’ve read on chats with the ND admissions counselors that all aspects count equally - however, he wrote, there is no substitue for the high school transcript. So I’m assuming that standardized test scores, ec’s, essays, rank - are all weighed equally, with course selection and the marks earned within those classes being the overriding factor, if any.
