Weird high school rank?

Hi. I am a rising senior and have a question about class rank. My high school is in a rural town so there's less than 100 kids in my class. I also go to a school with REALLY inflated grades (we have 15 people with 4.0's, and it isn't because they're all overachievers.) Also, our school doesn't weight our GPA.

Here's the problem: my high school has NO college predatory classes. So I decided to go to the local 4-year state university in my junior year to study full-time because I wanted a more rigorous education than I was getting. The problem is, my grades slipped from a solid 4.0 my freshman/sophomore year to a 3.3 my junior year, which averages to roughly a 3.6-3.7. This means I'm not even in the top third of my class, because we don't rank.

I'm not sure what to do. Most scholarships rely on class rank, and I can't afford to go even to a state school without them. If it helps, I have a 30 on my ACT, and I'm a very strong musician who has gone to all-state looking for a music ed program. Will colleges look at the rigor of my classes? I will have taken two years worth of real college classes from a somewhat highly regarded state school.

And that should say prepatory, not predatory. Sorry, I was typing on my phone.

Also if u could give a general range of where I would be accepted that would be nice.

A GPA of 3.6 and ACT of 30 should get some fairly large scholarships at a few schools:

Note: a full tuition scholarship will still probably leave about $10,000 to $15,000 per year remaining cost of attendance.

But since you can afford to attend the local state university now, would that be an option for you? Does it offer the academic subjects and majors you are interested in?
