<p>A: it sounds weird having "particularly that of the heliograph" come at the end of the sentence. makes it sound like heliograph is an equipment.
B: the "there" doesn't make the sentence grammatically correct.
C: makes sense because now "heliograph" is closer to "instruments" but "was" should be "were" because instruments is plural.
D: has "were", so makes sense.
E: if you took out the "the heliograph in particular" then the sentence would read "Many of the instruments...Signal Corps being adaptations of those used by..." and it wouldn't make sense.</p>

<p>Sorry I don't know the exact grammar problems, but by process of elimination you can sort of see why D is the best answer.</p>
