does it matter if im from california and im applying at yale? does it help or hinder my chances?

Hinder. You come from a state with many qualified applicants applying to top colleges. But don't be discouraged, it doesn't hurt your chances that much. If you are an excellent applicant, you'll be considered.

Would it help if i came from Oregon?

Coming from an underrepresented state will never compensate for weak points in an application. The most it can do is get your application noticed. With that said coming from Oregon I would imagine would peak an admission officer's interest no so much as an applicant from Oklahoma or Wyoming though.

don't overthink it. You can't predict the answer to questions like this. 3 from my class of 58 in northern california were accepted by Yale. ....but macro, yes, each state will get its representative acceptances.
