<p>I have US passport only, citizen of california, parents pay income taxes, we have an address there, and we go back every summer, but I've been at an international school all of my high school years.</p>
<p>Am I considered international anywhere? If I apply to the UCs am I an out-of-stater just because I haven't been physically present? Or am I considered in-state?</p>
<p>I've looked everywhere, and I do not fulfill the 'physical presence' requirements, but I do fulfill what's considered as a 'temporary absence'</p>
<p>Many schools will require you to apply internationally or indicate an international school considering that your school is international. Others will not. Research the schools that you are applying to.</p>
<p>You say your parents pay taxes in California - where do they live? If they have a permanent residence in California, you're fine; the student's residence follows the parents. And if you are a US citizen, you're not an international applicant, regardless of where your school is. You are entitled to be treated the same way as all US citizens and are eligible for the same benefits, including federal financial aid if you qualify.</p>
<p>Contact the UC's you want to apply to (try Admissions, FA or the Bursar's office) and give them the details. They'll tell you.</p>
