What are my chances at transferring from UVa into UPenn or Columbia?

Hello everyone. I am a rising freshman at the University of Virginia and I am seeking advice on transferring into my sophomore year (so applying at end of freshman year). I was initially rejected by UPenn. Now I want to give UPenn another try. It is my dream school, but I also want to try Columbia, which I hadn't applied to.

My high school stats:
High school GPA was not valedictorian: 4.30 (weighted), 3.84 (unweighted)
SAT score is not extraordinary, my superscore was 2140. I know if I want to stand a chance, I would have to take SAT this fall as a college freshman, and I am aiming for at least 2300. And I would need at least a 3.9 in my first year's GPA. Would colleges see my SAT scores from high school as well? If there is a huge increase in SAT score, would this be beneficial to my chances at getting accepted?

When applying, should high school honors and extracurriculars be put onto the application? Because I will be at college for one semester and would not be able to develop much leadership positions, can I list leadership positions from high school? I am trying to do internship in the summer, would this be good on my resume?

Do I have to send AP scores as a transfer applicant?
