Sometimes state schools might seem like matches when you are looking at stats, but for OOS kids they are not. Madison is a good example. Getting into CS as an OOS student is completely different than as an in-state student. I think it’s more of a reach for you. Being an URM might help at Madison but I’m not sure it checks your diversity box.
