What are my chances for civil/mechanical engineering?

I am attempting to transfer from a California community college to any state university in California. I currently have a 3.1 GPA and I would like to transfer as either a Civil or Mechanical engineer to any school possible. Are there any schools that would accept me with a GPA that is this low?

Just to clarify, I am really hoping to go to school for civil, however for every school that I want to go to that does not offer civil engineering I am planning to apply as mechanical just in case.

I just want to get an idea for what my odds are for transferring to a few universities. Here are a few schools I am applying to for Civil.

Cal Poly SLO
CSU Long Beach
San Jose State
San Diego State
Santa Clara University

As for anyone wondering how I plan to do well in a real college with only a 3.1 GPA in community college, I would just like to say that my work ethic has changed drastically this past year once I realized what it took to achieve what you want out of life. I went from simply coasting in all my classes to studying hard and achieving only A’s this past semester. I only fear that it is too little too late and no college will take me.

If you have shown improvement, you have a chance. My suggestion is to contact the admissions offices and see what they have to say.
