As for the UC’s, they look at sophomore and junior grades for admission. Yes, an upward trend is great, but your grades are crucial for admission in the 10th and 11th grade years. Use the RogerHub calculator:

You’re applying to CS which is extremely competitive. If your 10th grade year was difficult, it may impact your admission to those UC’s. Try the other UC’s.

Your SAT scores and EC’s are very competitive. UC GPA capped weighted 4.17? is within range. What is your fully weighted UC GPA? CS is probably one of the most difficult admits for the UC’s, but you are definitely in the running. Hopefully you have a couple of safety schools on your list since the majority of your schools are Reach schools.
UCLA CS for the fall of 2018 was 8.2%. The average CS ACT score was a 35 and the SAT was a 1550 average.
2018 Freshman admit rates for UC GPA of 3.80-4.19 capped weighted and not major specific so CS will require higher stats to be competitive.

The campus does not admit students on the basis of academic major or choice of UC San Diego undergraduate college. Alternate majors are considered. Also note: Capped majors require additional pre-req courses

UCSD CS is much more competitive than the campus for admission. So is Washington CS.
Your profile may be more favorable to USC than the UCs, since USC appears to weight test scores more than GPA compared to the UCs.
I can attest to the fact that UW CS is super competitive for out of state kids. All the people i know who are going will be undeclared and hoping to declare CS later.
… and undeclared students at Washington will find it very competitive to enter the CS major.
