With UC applications due soon, I’m not sure if I should retake my ACT for a better score by the October test or focus on my UC PIQ instead. Would the ACT score suffice when taking the whole application into account?

Your test scores are within range but for schools like UCLA, higher is always better so if you think you can raise your ACT score, it is worth a try.
Your UC GPA is on target but UCLA is always a tough admit.

Admit rates based on UC GPA capped weighted and not major specific, but it gives you an idea of your chances.

Freshman admit rates for UC GPA of 4.20 or above:

UCB: 42%
UCLA: 54%
UCSD: 87%
UCSB: 85%
UCD: 91%
UCI: 94%
UCR/UCM: 98%

Other than UCLA/UCB, you look like a competitive applicant. Best of luck.
