What are my chances into getting into Vanderbilt?

I am currently a senior. My GPA is a 2.7. However that can be attributed to the fact that I had an abusive home life from midway through sophomore year to the end of junior year. I was an emotional wreck constantly trapped in house ridden with emotional and physical abuse. Due to that, it was hard for me to prioritize my studies. My grades currently are quite well because I no longer live with my parents. My ACT score is a 31 but I will retake it again in September and December ( I aim to get in the higher 30s hoping it will compensate for my lower GPA) I also feel my recommendations will be very good because I am extremely close with the teachers writing it and they know my situation. I also have my social worker writing a rec detailing the situation in its entirety.

My extracurriculars:
Varsity Debate
Mock Trial
Student Government Association- secretary
Model U.N - I have a leadership position at the conference - V.P
Youth-in-Government- I also have a leadership at this conference at well - Lieutenant Governor
International Club
ACLU Internship

AP Exam Scores
AP Biology 4
AP World History 5
AP English Language and Composition 4
AP U.S History 5
AP Seminar 3

Should I even apply to Vanderbilt? Also I go to an extremely competive high school with a rigorous curriculum so will they have a more holistic approach when they see my gpa? I become extremely disparaged looking at stats and that’s my dream school. Looking forward to your advice!

I am very sorry to hear about your home life and how that affected you, but it is good to see that you are intelligent (those AP scores!) and involved (ECs look great).

If you can get your ACT to a 34+ I would say you have a decent shot. But make sure you apply ED
