my school rank is top 17% and the school is the most competitive school in my state (rigorous level 11/10)

All these schools are reaches and the odds are low for everyone. Your stats put you in the ballpark although your GPA is a bit low. Be sure to have march and safety schools on your list.

Those are reach schools for everyone. Unless you live in GA, GT is probably not going to work financially.

Actually, GT will still probably cost a lot less than many public oos colleges if you can get in - they do provide some FA for oos students.

Just noticed you’re from Guinea. In that case, @MA2012 was right, GT doesn’t provide FA to international students.
