What are my chances? (not in top 10%)

Considering UT at Austin, here are some of stats:
Instate
Weighted GPA is roughly 3.2
Rank: 145/761 (top 20%)
SAT Math: 640, Critical Reading: 530 ( I know it isn't great, but I'm studying for the ACT and will be taking it on the 24th of Oct )
AP Classes: English III, US History, English IV, Human Geography, Biology, Calculus BC, Latin IV, Economics, Government.

Honors: National Honor Society, Latin Honor Society, Mu Alpha Theta (mathematics honor society).

Graduating my high school in the Cum Laude category with the distinguished plan (3+ years of foreign language and making a 3+ on 3 or more AP exams)

Major I'm going for: Biomedical Engineering

Any helpful tips for me would be greatly appreciated.

No chance for BME. It’s a high reach for you right now for getting into UT itself. If you get a 30+ ACT, then you might have a chance.

Biomedical Engineering admits top out at around a rank of 4% with a minimum SAT (math/english only) of 1470 - information from when my son & I went to an admit session in engineering. It is THE MOST competitive engineering program at UT. So, unfortunately, I doubt you’ll get in with your stats.

Try for natural sciences, that is easier to get into.
