I applied RD. I was just waitlisted at Boston University. Considering GW is more selective, I'm now really wondering my chances.

GPA: 3.9 weighted (I had a terrible freshmen year which impacted this greatly, but I really improved and managed to make mostly As sophomore and straight As junior year. If that matters.)
SAT: 1300 (630m, 670v)
Rank: I think around 135 out of 515
AP Psychology: 5
AP US History: 3

ECs:
Philosophy Club-President
Film Club-President
Seminar Club
Model UN
Red Cross Volunteer

I'm suprised you were waitlisted. You have a good shot at both BU and GWU. Your SAT is average for them. Your rank isn't great, though. Tough call. Don't be shocked by any decision. Have you checked the banweb thingy by any chance?

Thanks for the reply. "Don't be shocked by any decision" is the best advice I've gotten thus far.
I checked banweb and it said I still needed to be admitted to a degree granting program...BUT that was before they pulled them all off the website, though. I'm obviously not expecting any merit-based aid so it's impossible to tell through banweb now. But I have a really bad feeling about it. Do you think it's likely I'll at least be waitlisted?

I don't know. Your EC's are good, and so are your APs. GW has a large waitlist, so it's very possible. It really depends on how competitive the applicant pool is and how many people they actually want to accept.
