What are My Chances of Being Able to Transfer?

Hey, guys! I already posted this same message in the "Transfer Students" subsection, but I thought that it's also relevant to this one as well. Okay, if you can "chance" me honestly, I'd really appreciate it!

I just completed my first semester of college. Right now I am attending MTSU, which is the biggest public university in Tennessee. I applied only to in-state schools my senior year of high school because I thought it would be better if I were to be close to my family for at least a year or so. Now, I'm THINKING about transferring to Duke or Vandy (or possibly Belmont, which is also a school nearby and one that I love going to sometimes to visit people). Can you tell me if I might have a chance at getting into Duke or Vandy?
(P.s. I didn't get into Vandy the first time I applied. I think it might have been because of my ACT score. I believe I am qualified to attend there, but my score was a 28, and their minimum is a 29. My SAT was equivalent to the 28 on the ACT.).

Here's what I have to offer:

Filipino

Tennessee (not sure if this and the one above are relevant, but you never know!).

Major: Political Science for Pre-Law (have taken 2 classes for this major.).

Minor: Journalism (have taken 1 class for this minor.).

3.853 college GPA

34 hours of credit so far (I took dual-credit classes in high school and went to a Governor's School program; I also took all the high school honors classes that were available and did well in them. I went to a small school ((around 450 students in all)), so no AP courses were offered, unfortunately.).

I've joined two college clubs this past semester. I'm planning on joining around two clubs every semester (as long as I don't get overwhelmed! Lol.).

Scholarship program in which I do 75 volunteer service hours per semester (again, I don't know if this is relevant, but it might be worth a short including it in here.).

3.92 high school GPA
